Kenora MP Greg Rickford says the revamped plan for skills training in yesterday's federal budget won't impact individual provinces. Rickford says the new plan is a co-operative effort. Ontario Finance Minister Charles Sousa says the plan appears to remove much of the flexibility needed to meet the specific labour market needs of Ontario.
