Thunder Bay City Councillor Paul Pugh is calling Rob Ford a bully. Pugh feels Toronto's Mayor is trying to influence his council claiming a vote was never held on the original streetcar contract. Ford believes he has the authority to make the decision to tear up the contract without council's approval.
